Jennifer Watkins (U.S. Army), who manages a homelessness prevention program at Swords to Plowshares, was recognized as the Hometown Hero during the U.S. Women's National Team game against Japan on April 4th, 2026. She was invited by U.S. Soccer and The Home Depot for her work supporting vulnerable veterans on their paths to stability.

Bay Area born and raised, Jennifer has been working at Swords since 2018. She brings a steady presence, deep care for the community, and a commitment to the belief that veterans are best served by those who understand their experiences: our 'vets helping vets' model in action.

Jennifer leads our Shallow Subsidies Program, overseeing a team that helps veterans across the Bay Area stay housed through targeted rental assistance. This team supports veterans who are low-income and at risk of losing housing. Shallow subsidies provide longer-term, flexible rental assistance for veterans who don’t require intensive case management but still can’t afford stable housing. This federal initiative prevents veterans from entering or re-entering homelessness.
Jennifer brings both structure and empathy to this work, ensuring her team can move quickly while staying focused on each veteran's needs.
