We are requesting proposals from qualified candidates to conduct an impact evaluation of a California Statewide Pilot Program for Enhanced Services to Veterans in Permanent Supportive Housing.
Swords to Plowshares, in contracted partnership with the California Department of Veterans Affairs (CalVet), is seeking proposals from qualified consultants to conduct an impact evaluation of CalVet’s California statewide Pilot program, Veterans Support to Self-Reliance (VSSR). The total funding for this evaluation project is capped at $540,000.
Individual Researchers or Evaluators, Consulting Firms/Agencies, Academic Institutions, 501(c)3 Nonprofit Organizations, and Collaborative Partnerships of any of the aforementioned are eligible to apply. See RFP for full list of requirements for a successful applicant.

Indirect costs cannot exceed 10% of the total project budget.
While some pilot grantees have established ROIs with local VA medical centers, not all have been able to, and impact evaluators would need to work with local VAs and pilot grantees to establish ROIs wherever possible in order to access such information. Otherwise, data on health care utilization and claims information of pilot residents is based on self-reports to pilot staff and is also documented in staff logs.
