Swords to Plowshares, in contracted partnership with the California Department of Veterans Affairs (CalVet), is seeking proposals from qualified consultants to conduct an impact evaluation of CalVet’s California statewide Pilot program, Veterans Support to Self-Reliance (VSSR). The total funding for this evaluation project is capped at $540,000.

Who is eligible?

Individual Researchers or Evaluators, Consulting Firms/Agencies, Academic Institutions, 501(c)3 Nonprofit Organizations, and Collaborative Partnerships of any of the aforementioned are eligible to apply. See RFP for full list of requirements for a successful applicant.

DEADLINE & SELECTION PROCESS
  • Proposals must be submitted by October 1, 2024.
  • Applicants are invited to submit questions related to the RFP and evaluation by emailing all questions and comments to vssr@stp-sf.org (please include subject line (RFP Question”.) Answers to these questions will be posted on this webpage.
  • Submissions will be scored based on the criteria in Appendix E of the RFP. Swords to Plowshares and CalVet may select an applicant based on the written proposal only or invite a small number of applicants for interviews before making the final decision.  
  • Award decisions will be made by October 15, 2024.

What indirect cost rate we should use for the budget?

The RFP provides details of the data collected to inform
the evaluation in the Appendix F.  Would the evaluators
have access to other data, e.g., health care utilization or
claims data, for the evaluation or should the evaluation
approach be based solely on the data described within
the RFP?

The portal allows for text-based responses.  Is it possible
to submit any additional materials (e.g., tables or figures)
as a separate supplement?
