Elena joined Swords to Plowshares in 2024 as Chief Operating Officer. She began her career in the U.S. Army, serving as a Human Intelligence Collector from 2005-2010, where she supported Operation Iraqi Freedom through on-the-ground intelligence gathering. After completing her military service, she used her GI Bill benefits to earn a B.A. in Foreign Affairs and an M.A. in Legislative Affairs from George Washington University in Washington D.C. During her graduate studies, Elena worked as an analyst for the VA's Office of Government Affairs, collaborating with members of Congress to improve legislation for veterans and their families. Continuing her passion for public service, Elena served as a district representative for Congressman Raul Ruiz, before being appointed County Veterans Service Officer for Orange County in 2020. Most recently, she served as the City of San Francisco’s Director of Veterans Services, frequently collaborating with Swords before joining the organization. Elena, who lives in San Francisco with her partner and their two children, is also an associate producer and co-host of the Contra Costa County Veterans' Voices television program.
